The Management Negotiating Committee for the Cree School Board (CPNCSC) is composed of representatives appointed by the Minister of Education, Recreation and Sports and by the Cree School Board. The president and vice-president of the CPNCSC are designated by the members of both the MELS and the Cree School Board delegations. The decisions of the CPNCSC are reached by consensus.
The Act respecting the process of negotiation of the collective agreements in the public and parapublic sectors (Bill 37) defines the framework of the negotiation of the working conditions of school board personnel. The intersectorial matters (salaries, pension plans, group insurance plans, parental rights, etc.) are discussed and negotiated by the Governement and the unions at a central table and are under the jurisdiction of the Treasury Board, while the CPNCSC organizes, coordinates and oversees the negotiation of the sectorial matters (organization of work, movement of personnel, job security, fringe benefits, etc.).
