The Management Negotiating Committee for English-language School Boards (CPNCA) is composed of representatives appointed by the Minister of Education, Recreation and Sports and by the Quebec English School Boards Association (QESBA). The president and vice-president of the CPNCA are designated by the members of both the MELS and the QESBA delegations. The decisions of the CPNCA are reached by consensus.

The Act respecting the process of negotiation of the collective agreements in the public and parapublic sectors (Bill 37) defines the framework of the negotiation of the working conditions of school board personnel. Bill 37 determines the organizational structure of the union- and employer-group parties, identifies the matters (subjects) that may be negotiated at the national and local levels. At the national level, the intersectorial matters (salaries, pension plans, group insurance plans, parental rights, etc.) are discussed and negotiated by the Governement and the unions at a central table and are under the jurisdiction of the Treasury Board, while the CPNCA organizes, coordinates and oversees the negotiation of the national sectorial matters (organization of work, movement of personnel, job security, fringe benefits, etc.).
